After licences, ‘blue book’ on the process of digitisation

smart-blue-bookYour vehicle identification card, commonly known as ‘blue book’, will soon be digitised. Under a new provision introduced by the government, all ‘blue book’ will be converted into smart cards.

All licences were also recently converted to smart cards.

The cost of digitisation of vehicle identification card is expected to be around Rs 3 billion, according to Chandra Man Shrestha, director general of the Department of Transportation Management (DoTM).

The process of digitisation will start from the upcoming fiscal year for which the DoTM is preparing to call for a global tender.

As all records regarding a vehicle and its ownership will be electronically stored, the introduction of such smart card will make the current paper-based system obsolete.

The smart cards replacing blue books will look similar to the recently introduced smart licences. However, it will use a coloured photograph of the owner rather than the black and white photos currently being used in smart licences.

The credit card sized cards will be made out of polycarbonate making it durable, lighter and generally more convenient to carry than the blue books they will be replacing.

The card will hold all information regarding the details of the vehicle along with its owner’s details in a metal chip located in the card.

These data will be of the perusal of the DoTM along with the traffic police. The introduction of these cards is expected to lower the number of frauds carrying forged blue books.

It is also expected to lower the number of cases of theft as these cards will hold the biometric information of the owner digitally.
