Nepali Congress influential leader Prakash Man Singh has criticised the federal government, saying it deprived provincial and local governments of their rights guaranteed by the constitution.
Singh says the government, in its recent budget announcement for the next fiscal year 2019/20, kept even small scale development projects within itself.
Speaking at a meeting of the House of Representatives on Thursday, Singh said the government had allocated 33 per cent fund to the provincial and local governments this year; but the allocation to the lower units would be restricted to 30 per cent next year.
He said the government focused on ambitious programmes in the budget announcement. Instead, the ones that could be implemented well should have been included, he suggested.
Meanwhile, Singh also protested the delay in completion of Melamchi Water Supply Project and post-earthquake reconstruction of historical monuments of Kathmandu.
