Mechanism tasked with rescue of Nepali migrant workers in crisis

The Rapid Response Team, which the Ministry of Labour and Employment created to rescue Nepali migrant workers in crisis, is itself in need of rescue.

The team tasked mainly with collection of relevant information rescue of women working abroad is facing several problems like lack of legal framework and human resources as well as non-allocation of a separate budget.

The team formed under Abha Shrestha, joint-secretary at the ministry, comprises five women staff from the ministry. A team member says: This mechanism has been given no legal basis to execute its tasks. It does not even have funds required to undertake rescue efforts. That’s why the team is inactive at present.

The ministry had planned to operate the team round the clock to listen to grievances of workers in crisis and rescue them. It was also supposed to inquire about companies recruiting female workers before sending them abroad.

With the team unable to execute its tasks, discussions are on to decide whether to bring it under the Foreign Employment Welfare Fund. If it does not work, we may operate the team by setting up a different trust, ministry officials say.
