Kathmandu, May 20
Nepal Workers and Peasants Party lawmaker Prem Suwal has demanded that the government introduce a provision of death penalty for those bankrupting public utilities.
Article 16 of the constitution, however, states, “No law shall be made providing for the death penalty to anyone.”
Speaking at a meeting of the House of Representatives on Monday, the communist lawmaker said, “On the basis of the level of crime of people bankrupting public utilities, even a death penalty might be necessary.”
Expressing his opinions over the Industrial Enterprise Bill in the House, Suwal demanded that the state operate big and middle scale enterprises whereas the private sector run small and college industries.
He expressed his objection to some key provisions of the bill including those about income tax exemption and land lease.
He commented that the bill favoured capitalists.
