The ruling CPN-Maoist Centre has decided to advocate for a presidential system in which the president is elected directly from people as the chief executive whereas the parliamentary elections are held under the Proportional Representation electoral system.
A meeting of the party’s Central Secretariat concluded on Saturday decided to advocate for the change in form of governance citing the current parliamentary system resulted in perennial political instability.
“Since 1950 till today, Nepal has not yet got a government that could rule for five whole years,” party Chairman Pushpa Kamal Dahal said at a press conference held in Kathmandu today, “Therefore, people have expected a stable political system from us so that a government lasts for at least five years.”
Claiming that all parties had already agreed to adopt the new system during the first Constituent Assembly, he added that the Nepali Congress and CPN-UML later backtracked from the proposal while the second CA was drafting the constitution.
Once this system was adopted, the parliamentary elections could be held under the Proportional Representation system and it would significantly decrease the polling costs, he suggested.
Meanwhile, the Maoist leader called breakaway factions of his party led by Baburam Bhattarai, Mohan Baidya and Netra Bikram Chand to get united again, claiming the unified Maoist party could be a reliable alternative political force in the country.
