Task force submits TRC report to Prime Minister and top leaders

The task force formed to finalise the Truth and Reconciliation Commission (TRC) bill concerning transitional justice is set to submit its report to Prime Minister KP Sharma Oli today.

The task force had reached a consensus on controversial issues with various political parties a week ago. The comprehensive report detailing this consensus will be presented to the Prime Minister.

Prime Minister Oli received the report at 11 am at his office in Singha Durbar. The report will also be handed over to the top leaders of other political parties later today.

Last Thursday, a significant agreement was achieved during discussions involving leaders from three major parties, the chairman of the Law Committee, and the Law Minister. The consensus addressed how to classify killings during the conflict period, resolving a long-standing controversial issue.

Political parties have agreed to categorise intentional or arbitrary killings as serious violations of human rights. Furthermore, the consent of the victims has been made mandatory for addressing incidents of human rights violations.

A key point of contention was the protocol in cases where victim consent is absent. This issue has now been resolved.

An agreement has also been reached to provide compensation to the families of security personnel who were killed or injured during the conflict, recognising them as victims. Additionally, discharged combatants will be compensated as conflict-affected individuals.

This finalised agreement will be officially submitted today.

Meanwhile, leaders of Nepal’s three major political parties have committed to passing the transitional justice bill within the current parliamentary session.

The task force formed to address the contentious issues in the bill to amend the Act on the Investigation of Disappeared Persons, Truth and Reconciliation Commission submitted its report to top leaders on Wednesday.
