UCPN-Maoist, Team Badal reach 12-point unification accord, bid on to bring in Mohan Baidhya

The UCPN-Maoist and the Badal faction of the Mohan Baidhya-led CPN-Revolutionary Maoist are one step closer to formal unification now, with the two sides reaching an understanding on the political course of action to follow after unification.

On Wednesday, the UCPN-Maoist brass informed the party standing committee about the 12-point understanding on ideological-political issues. Some leaders offered their suggestions on the occasion.

According to a source, the political line talks about “completing the capitalist revolution and gearing up for a socialist revolution.”

In the new scheme of things, the UCPN-Maoist has revised some of its views. The new constitution, promulgated through a popularly-elected Constituent Assembly, says the country is geared towards socialism (socialism-oriented). In keeping with this line, the UCPN-Maoist had concluded that the capitalist revolution had accomplished its mission.

But the new understanding with the Badal faction indicates that the capitalist revolution is not complete yet. It talks about incorporating other issues at the general convention.

Maoist outfits choosing to unite with the UCPN-Maoist have accepted the new constitution. The understanding describes federalism, republic, proportionate inclusion and secularism as achievements of the Maoist people’s war and vows to move ahead by safeguarding these achievements.

Notably, the understanding describes the parliamentary system of governance as reactionary and vows to struggle against it in the government, the Parliament and the streets.  A highly-placed UCPN-Maoist source said: The parliamentary system is essentially reactionary. The course of action intends to move ahead by using it.

In its drafting stage, the understanding had nine points. The two sides turned it into a 12-point deal in course of discussion. Those involved in the unification of Maoist forces are making preparations to give finishing touches to this understanding, a source informed.

It should be noted that UCPN-Maoist, on Wednesday, decided to unite with Matrika Yadav and Mani Thapa’s Maoist parties as well as factions of the Baidhya-led Revolutionary Maoist and Biplav-led Maoist party.

The UCPN-Maoist has called a meeting of its standing committee on May 14 to endorse the unification.

It’s unclear whether Baidhya will also hop onto the unification bandwagon, though general secretary of his party, Ram Bahadur Thapa Badal, is joining in the party along with a majority of party central committee members. Badal is holding final talks on this with Baidhya on May 15.

The Prachanda-led party is holding talks on unification with Matrika Yadav and Mani Thapa-led Maoist parties, on Wednesday itself.
