Kathmandu, February 9
Most of the secretaries of village development committees have still been discharging their duties from district headquarters instead of returning to their duty stations in villages, despite improvements in law and order situation. The Ministry of Local Development found this in course of monitoring that covered 27 district development committee offices. 27 municipalities and 32 VDC offices. Ministry joint-secretaries have prepred a report pointing that VDC secretaries have not been serving members of the public from their respective duty stations.
The monitoring team found VDC secretaries to be indulging in irregularities while registering individual life events. It found that these government staff do not bother to note down the date of death while registering deaths nor do they ask people to sign on the records while registering such events. A monitoring team member said: This way, VDC secretaries even gobble up allowances meant for senior citizens.
‘Some VDC secretaries and DDC offices do not even implement the directives coming from the Commission for the Investigation of Abuse of Authority, National Vigilence Centre and the Ministry of Local Development’
