A recent meeting of the government has appointed various persons as members of the Teachers Service Commission, the government body formed to recruit and look into other human resource issues of government school teachers.
One of the appointees is Dilli Ram Rimal, a former joint secretary of the Ministry of Education. But, interestingly, the anti-corruption constitutional body, Commission for the Investigation of Abuse of Authority had booked him for exam rigging 15 years ago.
In 2006, Rimal, the then undersecretary of the Ministry of Education, was accused of rigging an examination conducted to recruit secondary teachers then. He was found to be making the question papers and examining the papers on his own. Further, one of the examinees was found to be his own cousin, Lekh Nath Rimal.
Rules have it that officials should not be a part of any examination process if any of their relatives is an examinee.
Following the revelation, Rimal was barred from any examination process for the next five years.
