The official trade union of civil servants has accused Minister for General Administration, Tek Bahadur Basnet, of transferring staff of various ministries after the code of conduct made for upcoming provincial and federal elections came into effect.
The union has said the Minister’s activities violated the code of conduct. It has further claimed that the activities have discouraged and angered the staff.
Even the staff close to the Minister’s CPN-Maoist party have also expressed dissatisfaction over Basnet’s conduct.
While the code of conduct came into effect from Wednesday, the minister decided for transfer just yesterday and put an earlier date in the papers to skip the action, a source has said, adding more than two dozen staff from the Ministry of Home Affairs have been transferred to the Ministry of Federal Affairs and Local Development or offices under it in this way.
“The staff policy has been violated, the system has been destroyed. The Ministry of General Administration has caused an insult against all civil servants,” says a central member of the official trade union, Lekhanath Koirala.
The union has further suspected that the Minister made the decision by getting involved in some financial transactions.
It has demanded that the illegal transfers be cancelled.
