The government has introduced the E-Governance Blueprint, a strategic initiative to enhance economic transparency and competitiveness through digital governance. The E-Governance Board under the Office of the Prime Minister has invited public feedback within seven days of its release.
Dipesh Bista, CEO of the E-Governance Board, stated that the blueprint, drafted on January 27, was officially made public on Tuesday after consultations with stakeholders. It aims to digitise public services, making them more accessible, transparent, and efficient by minimizing paperwork and physical presence.
The blueprint focuses on simplifying interactions between citizens and service providers, reducing repetitive data submissions. Key objectives include developing digital infrastructure, strengthening legal frameworks, enhancing institutional capacity, and promoting innovation. It aligns with policies such as the ICT Policy 2015 and Digital Nepal Framework 2019.
It also highlights challenges such as policy limitations, regulatory gaps, technological constraints, and digital literacy barriers. The three-year implementation plan includes drafting an E-Governance Act, restructuring the Department of Information Technology, and establishing a Data Protection Authority.
Developed with UNDP’s assistance, the blueprint is under review to fit Nepal’s context, with feedback being sought before final approval.
