Local Develoment Secy accused of intervening in autonomous local bodies, abusing authority

Employees at the Ministry of Local Development have accused ministry Secretary Kedar Bahadur Adhikari of intervening in the works of autonomous local bodies by issuing diktats against prevailing laws.

It is learnt that Adhikari, of late, has been pressing local development officers of different districts to appoint his near and dear ones in local bodies.

A local development officer accused Adhikari, transferred from the Office of the Prime Minister, of abusing his authority.

The LDO said: We get recommendations with Secretary’s signature on them. If we reject the diktats pointing that they are against the law, he settles the old scores while appraising our performance.

In course of the last one month, Secretary Adhikari has allegedly pressed for appointment of his people as computer operators in around a dozen local bodies, including Ramechhap district development committee (DDC), Biratnagar sub-metropolis and Nuwakot DDC. On Tuesday, he directed officials concerned for appointment of Pratibha Shivakoti of Kshyamavati-1, Dolakha district, as computer operator at Dolakha DDC.

Ministry staff point that such acts are unbecoming of a ministry Secretary.
