The Ministry of General Administration has initiated action against 58 officer-level government employees posted on deputation. They all are employees of the Auditor General’s Office.
The office had written to the ministry, demanding transfer of these employees, effective from the date of their deputation. The ministry has decided against their transfer.
For one and a half years, these employees have been on deputation on plum assignments like road construction projects. Article 18 of the Civil Service Act 2049 allows deputation of civil servants from the ministries, secretariats, commissions, departments or offices to other places, but the period of deputation should not exceed three months in a year.
The article stipulates recovering from the employees concerned the amount they received in the form of salary, allowances and other facilities, in the case of deputation against this law. Not only this, the law also stipulates departmental action against the employees at fault.
Not so long ago, Minister for General Administration Rekha Sharma had decided to recall employees deputed unlawfully. Challenging this, the office had recommended transferring the staffers on deputation.
