Speaker Onsari Gharti has proposed forming an impeachment recommendation committee without delay.
Speaker Gharti proposed this while convening a meeting of three major political parties — the CPN-UML, Nepali Congress and the CPN-Maoist Centre — on Monday. She also proposed formation of Constitution Implementation Committee and Conduct Monitoring Committee.
Article 101 of the Constitution has provisions on impeachment. Sub-clause 3 has provisions regarding formation of an impeachment recommendation committee to investigate whether or not there’s enough ground to forward an impeachment motion. Such a committee shall have 11 members.
Speaker Gharti has proposed forming such a committee on the basis of political parties’ strength in the Parliament.
She also proposed forming Constitution Implementation Committee and Conduct Monitoring Committee.
Babin Sharma, Speaker’s press adviser, said the Parliament Secretariat will do homework on these fronts and the meeting scheduled for September 29 will discuss the matter further.
