Kathmandu, November 11
Nepal’s government is giving final touches to a proposal to amend the new constitution to address the demands of the Madhesh-based parties.
According to the Prime Minister, the proposal is ready and will be tabled in Parliament in a few days.
As per the new proposal, the list of top posts naturalised citizens are barred from holding, has been narrowed to four, and the provincial boundary of province Five is being altered.
The new proposal, if passed, would only bar that naturalised citizens from becoming President, Prime Minister, Chief Justice, and head of security forces. The new constitution says that in addition to the four posts, naturalised citizens cannot become Speaker of the lower house, Chairman of the National Assembly, Governor, Chief Minister and Speaker of state legislature.
The proposal says that Province No 5 include territory stretching from Nawalparasi to Bardia. It says that hill districts from the state be adjusted to Province Four and Province Six. The government has also proposed a commission to settle the details.
Prime Minister Prachanda says the UML has also given its nod to the amendment proposal, a claim senior opposition leaders deny.
