There are indications that the opposition camp and the KP Oli-led ruling coalition will engage in bitter fights on a number of issues during the budget session of the Parliament, scheduled to start at 11 am on Wednesday.
The Parliament Secretariat is preparing to convene discussions on the report of Regulations Drafting Committee.
Wednesday’s schedule is uncertain as lawmakers from the main opposition Nepali Congress have already threatened to even stall the Parliament over delays on the part of the National Reconstruction Authority in distributing relief to victims of last year’s quakes. The main opposition has said inaction on the part of the NRA may compel quake vicitms to spend another rainy season in makeshift tents.
Clausewise discussions on six amendment proposals related to the drafting committee’s report have not yet begun. If the government and the opposition parties fail to agree on the proposals, the Parliament will decide on the size of the Parliamentary Hearing Special Committee through voting.
The government and the main opposition are not on the same page over the special committee’s size. While the ruling parties — the CPN-UML, CPN-Maoist Centre, RPP-Nepal and Madheshi Janadhikar Forum-Democratic — want the committee to have 15 members, the Nepali Congress wants a 75-member committee.
In the absence of a regulation governing the committee, hearing on the appointment of 12 justices and 22 ambassadors has not taken place.
