School Education Bill: Consensus reached on 38 clauses

Clause-wise discussions on the School Education Bill have concluded for 38 clauses.

The sub-committee under the Education, Health, and Technology Committee of the House of Representatives is currently holding clause-wise deliberations on the bill.

According to sub-committee member Sarita Bhusal, consensus has been reached on 38 clauses as of Wednesday. “We’ve reached clause 39. Once the sub-committee completes its task, the bill will be presented to the full committee,” she said. “Deliberations up to Chapter 4 have been completed.”

The sub-committee was given a 35-day mandate. A meeting has been scheduled for 12:15 PM today.

Following protests by teachers demanding the enactment of the education law, the sub-committee accelerated its clause-wise discussions.

However, the agreements reached so far have not been made public. It is understood that consensus has been achieved on provisions such as limiting Early Childhood Development (ECD) to two years, removing district education offices, and abolishing the Department of Education.

The sub-committee has also reportedly reached consensus on clauses related to the Examination Board and the Curriculum Development Centre, although the details remain undisclosed.

The sub-committee has stated that discussions on definitions, the bill’s preamble, and private schools will be held later. For unresolved issues, consultations with top political leaders are also being planned.
