Kathmandu, December 16
The strike enforced in Gulmi district against the government-sponsored Constitution Amendment Bill designed to remove Hill districts from Province 5 is taking a toll on local populations.
As the strike entered its 17th day on Friday morning, police tried to lift the lock at Gulmi district administration office in Tamghas, which caused clashes with the strike enforcers.
Gulmi comes to a standstill

Members of the public fear that the movement and clashes may cause unfortunate incidents. They have asked strike enforcers to find an alternative to the shutdown, pointing that the strike lasting days has affected their livelihoods.
On its part, the Joint Movement Mobilisation Committee said it will not withdraw the strike and other protest programmes unless the government withdraws the Bill.
The enforcers have shut marketplaces, public transport system, educational institutions, factories and industries as well as government offices after the government tabled the Bill in the Parliament in a bid to alter the boundaries of Province 5.
On Friday, police tried to remove protesters from the main gate of Gulmi DAO. Tension ensued after police tried to remove them from the gate by using force.
