The budget session of the Parliament began on Tuesday. The meeting of the first day (Tuesday) lasted about five minutes.
Speaker Onsari Gharti welcomed all lawmakers to the session in which lawmakers observed two-minute silence in memory of those, who laid their lives for democracy. At the meeting, Speaker Gharti read a letter from the Office of the President about summoning of the second session of the Parliament. Then she wrapped up the day’s meeting by reading the letter from the Office of the Prime Minister and the Council of Ministers.
Other businesses were not included for the day, as parties in the Parliament are yet to agree on regulations governing the operation of the Parliament. The next meeting of the House will take place at 11 pm on Tuesday. In course of implementing the constitution promulgated through a popularly-elected Constituent Assembly, the first session of the Parliament had elected the President and his deputy, Prime Minister, Speaker and her deputy.
The first session had begun on October 11, 2015 and ended on February 17, 2016.
This session will formulate all laws required for implementation of the new constitution. It will also decide on 40 regulations registered in the Parliament. Also called the summer session, the budget session will discuss the government’s policies and programmes for the coming fiscal 2073-74 and also hold prebudget discussions.
The President will present the government’s policies and programmes. In about three weeks, Finance Minister will present the annual budget in the Parliament.
On March 4-5, the session will discuss post-quake reconstruction, wildfires raging in the country and other contemporary topics, whereas on March 6-7, the session will hold prebudget discussions. Political parties have agreed to present the government’s policies and programmes at the Parliament on March 8, the Parliament Secretariat informed.
